Please be advised the Ministry of Transportation (MTO) is now accepting applications for special permits to extend grandfathering of eligible non-SPIF dump semi-trailers included in Phase 2 of the Vehicle Weight and Dimension Reform Program which came into force in January 1, 2003.

As part of Phase 2, all dump semi-trailers built from January 1, 2003 are required to comply with Safe, Productive, Infrastructure-Friendly (SPIF) standards. Unless protected by grandfathering, non-complying semi-trailers are subject to a 4,500 kg reduction from allowable gross weight (9,000 kg if equipped with two or more lift axles). All non-complying dump semi-trailers built prior to 2003 were grandfathered at their previous weight limits until December 31, 2010.

The regulation authorizes MTO to issue special permits to extend grandfathering beyond December 31, 2010 depending on the age of the semi-trailer as follows:

  • Non-SPIF end-dump semi-trailers built between 1996 and 2002 (inclusive) may operate under special permit without weight reduction until the end of the year in which the trailer reaches 15 years of age, and
  • Non-SPIF open-top hopper dump semi-trailers built between 1991 and 2002 (inclusive) may operate under special permit without weight reduction until the end of the year in which the trailer reaches 20 years of age.

Special permits for eligible semi-trailers will cover the period from January 1, 2011 until December 31st of the year in which the end-dump semi-trailer reaches 15 years of age or the open-top hopper semi-trailer reaches 20 years of age. The one-time fee for each permit is $300.

Interested parties should complete the application form including the Vehicle Identification Number (VIN), body style, and month and year of manufacture (found on the vehicle’s compliance label) for each eligible semi-trailer. Completed applications may be scanned and emailed to oo.permits@ontario.ca, mailed to the St Catharines address indicated at the bottom of the application form or faxed to (905) 704-2545.
